Tanzania looking forward to grow the cotton sector

While cotton growing and ginning is a top agricultural export industry in Tanzania, the sector has been struggling for the past 50 years. As a result, Tanzania’s half a million smallholder cotton farmers in the Lake Zone, the region southeast of Lake Victoria where most cotton is produced, remain impoverished. The poverty rate in Tanzania was 26.8 percent in 2016. Improving the Tanzanian economy, which relies on the cotton sector, is essential to further reduce the poverty rate and improving livelihoods.

ITMA ASIA + CITME 2018, Asia’s foremost trade fair dedicated to textile machinery, is once again marked by a significant presence of German companies both in their number and in the quality of their technology. The TEA President said he had already met Union Textiles Minister Smriti Irani over the issue, with a request to mandate that Cotton Corporation of India ensure availability of enough quantity with desired quality to protect the interests of farmers, the textile industry and also to generate employment.

According to industry sources cotton stocks with small and medium-scale mills would be low. Internationally, China was said to be importing large quantities. Those who were buying for daily needs might be affected.

The mills that had covered cotton at the beginning of the season would benefit now. The mills fear that as the season comes to an end, the prices might go up further. Since cotton is the main raw material, the entire textile value chain will be affected.

Pakistan is the 8th largest exporter of textile commodities in Asia and textile sector contributes 8.5% to the GDP of Pakistan. The total textile sector exports reached $7.72bn value-wise in July-January 2018 versus $7.2bn in the corresponding period of last year, reflecting an increase of 7.18 pc.

The country’s cotton consumption for the 7 months from October 2017 to April 2018 stood at 189 lakh bales with an average of 27 lakh bales per month. Exports are estimated at 61 lakh bales as on April-end.The Statistics Committee of CAI has projected total cotton supply up to April 30, 2018 at 347 lakh bales. This includes market arrivals of 311 lakh bales and imports estimated at 6 lakh bales, the CAI statement said.

Textile mills attempting for cut in hank yarn obligation

The association said that the mills are unable to market the hank yarn as the demand has reduced over the years. But, they might face action for not meeting the hank yarn obligation as hank yarn is covered under Essential Commodities Act. The Ministry should hence reduce the hank yarn obligation to 10 % from the current 40 %. In the letter to the minister from the association and its members, the mills pointed out that between 1987-1988 and 2009-2010, the number of handlooms declined by 41 % (from 36.10 lakh looms to 21.47 lakh).

The mills learnt more about the e-auction system of the CCI for sale of cotton that it obtains.Around 200 mills in the State are registered with the CCI and 30 to 35 buy cotton regularly through e-auction.

The present cotton scenario and cotton sales by the CCI this season was discussed by the CCI officials and textile mills. Cotton Corporation of India (CCI) has purchased 11 lakh bales of cotton so far this cotton season (October to September) and sold four lakh bales.

Aptma Chairman Aamir Fayyaz made a detailed presentation on the existing state of affairs in the Punjab-based textile industry. He said the regional competitors were competing Pakistan ahead due to the timely interventions by their governments. The presentation also highlighted a huge difference in cost of production in Pakistan compared to the regional countries. He said the government should immediately address the energy cost issues by ensuring uniformity in prices, i.e., electricity at Rs7 per kWh and LNG at Rs600 per MMBTU.
