APTMA urges to curb heavy influx of second-hand smuggled and clothing products into domestic market

Pakistan textile industry is incurring an annual loss of around $6 billion due to the presence of second-hand, smuggled textiles and clothing in the domestic market. Out of 10kg per capita consumption, the textile industry gets a share of only 3kg per capita while rest is grabbed by second hand, smuggled and imported textiles and clothing products that have entered into the domestic market, according to All Pakistan Textile Mills Association (APTMA) Chairman S M Tanveer.

As the Pakistan federal government withheld the notifications of initiatives under the Textile Policy 2014-19 to avail of the terms of Technology Upgradation Fund Scheme (TUFS), the All Pakistan Textile Mills Association (Aptma) has lamented the delay, citing that it is hindering the industry from undertaking BMR and fresh investment initiatives for the textile industry.

All Pakistan Textile Mills Association (APTMA) has urged the government to ensure uninterrupted energy supply ahead of summer to textile industry in Punjab having witnessed a decline of 13 percent month-on-month basis as per the overall exports data for February 2015.

According to Aptma Chairman S M Tanveer, high cost of production is rendering textile industry uncompetitive in the international market place. Moreover, the competitors are being supported by government in terms of incentives, which is taking away Pakistan’ share in international market.

The Chairman APTMA S M Tanveer during his meeting with the International Cotton Association (ICA) President stated the awareness on the ICA rules and regulations and training of the cotton importers was an urgent need of the hour. The ICA rule 219 consisting of biased trading rules, has been affecting badly the local textile industry in terms of import of cotton from India.

Besides this he also discussed issues relating to shipment delays, quality assurance and defaulters in the ICA list which are presently being faced by the APTMA members in their day to day cotton trade.

With the new textile policy 2014-19 being announced, according to All Pakistan Textile Mills Association chairman S M Tanveer taking the textile exports to $26 billion in next five years would remain a dream in case the energy supply remained situation dismal, particularly in Punjab and hence the proposal to make availability of electricity at 8 cents per unit for feasibility of textile industry in Pakistan has been put forward.

Mixed reactions coming in from the Pakistan textile industry on the announcement of its new textile policy 2014-19, according to Pakistan Apparel Forum’s Chairman Muhammad Jawed Bilwani, under the present economic circumstances no better policy could have been expected but stressed on implementing the policy in letter and spirit to get required targets.

He said that the new five-year policy would go a long way in benefiting the entire textile sector and boosting exports of value-added garments and apparel.

The All Pakistan Textile Mills Association demanding for 15 percent Regulatory Duty on import of subsidized fine count yarn, mainly from India as India is capturing Pakistan’s domestic market of fine cotton yarn by design which can be controlled without disturbing the DTRE scheme or import under manufacturing bond.

According to a spokesman, APTMA is itself major stakeholder but it is still asking for imposing regulatory duty on a specific product in the larger interest of domestic industry.

All Pakistan Textile Mills Association (Aptma) has demanded for immediate remedial measures against the anomalous increase in dumping of Indian cotton yarn by the Ministry of Commerce (MoC). There is 100 percent rise in dumping of Indian yarn mainly fine counts meant to produce and launch around 140 products under different popular brands annually which is putting the viability of local textile industry at stake.
