Aptma urge govt to enable textile industry undertake $1b investment yearly

All Pakistan Textile Mills Association (APTMA) Punjab chairman Aamir Fayyaz pointing out that the textile and clothing exports of Bangladesh and Vietnam have registered an increase of $2 billion and $4 billion respectively against Pakistan’s textile and clothing exports which has dropped by $1 billion during the same period has urged the government to resolve the textile industry issues and enable the industry to undertake investment worth $1 billion per annum.

The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) standing committee on industrial promotion and facilitation chairman Abdul Shakoor Khatri, members of All Pakistan Textiles Processing Mills Association and Pakistan Dyes Manufacturers Association have asked the government to fix a uniform rate of 5 percent import duty on all kinds of dyes.

Pakistani textile manufacturers urged the government to withdraw three percent import duty on cotton to arrest the decline in the size of domestic cotton. The recommendation of Senate Standing Committee on National Food Security and Research to impose regulatory duty on import of cotton from India through Wagha Border has been strongly rejected by All Pakistan Textile Mills Association (APTMA) as the industry is facing acute shortage of cotton resulting in the local market flooded with the imported yarn and fabrics.

The All-Pakistan Textile Mills Association (APTMA) has signed a Declaration of Intent (DoI) for a sustainable textile industry across the value chain with the German Ministry for Economic Cooperation (BMZ) on Thursday.

APTMA Punjab Acting Chairman Syed Ali Ahsan and Country Director GIZ Dr Ulrike Reviere signed the DoI on behalf of their respective organizations. A website www.spc.org.pk was also launched to create awareness on Sustainable Production Centre.

The All Pakistan Textile Mills Association (Aptma) considering the shortfall in the local cotton output, urged the government on Monday to allow duty and sales tax exemption on import of raw and ginned cotton. As this cotton is used to manufacture high value yarn and in turn high added products, which are mainly exported in one form or another.

The textile millers also said that there should be no sales tax on raw cotton and ginned cotton at the import stage in order to avoid cumbersome procedure of the sales tax refund,

The Senate Standing Committee on National Food Security and Research of Pakistan imposed immediate ban on cotton import from India stated that Pakistan has sufficient stock of cotton was strongly opposed by the All Pakistan Textile Mills Association (Aptma).

Aptma Chairman Tariq Saud said that it is a misconception that adequate cotton stocks are available with the Trading Corporation of Pakistan (TCP). The country’s agriculture economy will be ruined if 0.5 million bales of cotton is not imported from India.

Cotton Commissioner Dr Khalid Abdullah while speaking at the Senate Standing Committee on National Food Security and Research on Wednesday, said that, cotton cultivation in Punjab the largest cotton producing province is going down by 28 percent in the current season and termed it very alarming. Due to which the cotton production in Pakistan may witness further decline next year.

He further added that the country witnessed 30 percent decline in cotton production in year 2015-16 due to abnormal weather, seed quality, pests, diseases and low prices.

A large quantity of cotton imported from India has held up with the border terminal at the Wagha, as Pakistani Commerce Minister Khurram Dastgir has delayed permission to import over 0.5 million cotton bales from India due to which it has hit the textile industry’s viability hard, said the textile industry sources.
