The Pakistani value added textile exporters vexed over the non-release of their customs rebate and sales tax refunds that came to huge amount scaling down the textile manufacturing and pushing the exporters to financial crisis. The Pakistan Apparel Forum Chairman, Muhammad Jawed Bilwani called the backlog of the refunds a 'dilemma', saying that the textile manufacturing was at stake for liquidity shortfall.

Pakistani value added textile exports have witnessed declined by 13.42 percent in the first quarter of the current fiscal year due to increasing cost of doing business besides increasing electricity and gas charges.

Further, instead of withdrawing 2 percent sales tax on exports, the government has increased sales tax on exports by 50 percent in the last budget 2015-16. If the sales tax imposed on the exports is not withdrawn the value added textile exports would further decline by approximately 20 percent.

Pakistan government likely to consider reduction in regulatory duty on the import of cotton yarn to benefit the garment sector as the cotton yarn, fabric commercial and value addition sector exporters are now facing 10% regulatory duty on imports from November 1, 2015, a source in the Ministry of Finance has hinted.

The performance of value addition by woven garments sector is 846%, hosiery/knit garments 616% and spinning sector is 59%.

Mixed reactions coming in from the Pakistan textile industry on the announcement of its new textile policy 2014-19, according to Pakistan Apparel Forum’s Chairman Muhammad Jawed Bilwani, under the present economic circumstances no better policy could have been expected but stressed on implementing the policy in letter and spirit to get required targets.

He said that the new five-year policy would go a long way in benefiting the entire textile sector and boosting exports of value-added garments and apparel.
