Pakistan Textile policy fails to get approval despite negative growth in textile exports

The new textile policy of Pakistan which carries measures to increase country’s textile exports to $26 billion by the year 2019 is yet to get approval. It’s being delayed despite the fact that textile exports showed negative growth during the first quarter of the current year.

A well-placed source in the ministry of textile industry said that the five-year textile policy will carry support schemes worth Rs85bn in a period of five years. The new policy will be effective from July 1 focusing on value-addition.

The Tirupur Exporters' Association (TEA) at an Exporters' Meet held at Tirupur, Panda made an appeal to take up the issue of 24 X 7 customs clearance at the ports, a proposal announced by the Finanace Minister Arun Jaitley in the budget, to expedite the movement of garments.

Union textile secretary, Sanjay Kumar Panda in response to the appeal made has assured the knitwear garment exporters to take up various issues either confronting them or pending for implementation with the concerned ministries and try to resolve them.

Uzbekistan to increase internal processing of cotton fibre to 70% by 2020

Uzbeklegprom State JSC has planned a five year project from 2015-2020 to increase domestic processing of cotton fiber for which the company will direct about US$1 billion and decrease its exports in line with the concept of developing light industry in Uzbekistan, the head of the Uzbeklegprom main department Dilbar Makhmudova told on Sept. 5.

A development program concept for the next five year was developed by Uzbekyengilsanoat in cooperation with several ministries and departments.

Surat, country's biggest man-made fibre hub for the first time due to continued political and civil crisis along with unresolved trade issues between India and Pakistan is seeing a major impact on their man made fabric (MMF) textiles exports, including fabrics to Pakistan has taken a hit and declined by 16 percent.
 
Exports to Egypt, too, have declined by more than 23 per cent due to the political crisis there. As compared to $219 million worth of export in 2012-13, India exported $167 million worth of MMF textiles in 2013-14 to Egypt.

The Pakistan textile industry has infrastructure, finance, expertise and manpower to increase its export and achieve the GSP Plus targets set. The industry is convinced it can earn $1 billion through additional exports to the EU. However, it may not be able to perform, as required, due to non availability of certain raw materials, like cotton. If cotton production is not stepped up, it could prove to be weakest link in the whole scheme of things.
