India’s cotton based textile exports plunges in 2015-16

Export of cotton-based readymade goods, among the highest foreign exchange earners among textile products, dropped by two percent in 2015-16, from $37.1 billion in 2014-15 to $36.2 billion; while cotton fabrics declined a little more than four percent. This was part of the larger trend of a fall in merchandise export, down for a 17th continuous month in April.

Apparel Export Promotion Council head Ashok G Rajani said that the high price of domestic cotton, coupled with heavy duties on import of cheaper Chinese varieties, have hampered production of cotton goods.

The Apparel Export Promotion Council (AEPC) has urged the textiles ministry to simplify the new foreign trade policy’s authorization, inspection and classification norms. Among their requests is to withdraw the need for a landing certificate for exported goods, required as proof to claim benefits under the Merchandise Exports from India Scheme (MEIS). Introduced in April 2015, the scheme aims to boost sagging exports, covering tariff lines for 5,012 items that earn duty credits.

India’s apparel exports may just about cross $17 billion in 2015-16, just over 90 percent of its garement export target in the current fiscal compared with the target of $18.73 billion for the fiscal, despite the sector putting up a better show than textiles and mancy other merchandise segemtns, as outbound shipments to key markets like the US and Europe remained lower than expected due to an economic slowdown, sources said on Wednesday.

The Minister of State for Textiles (independent charge), Santosh Gangwar, after inaugurating the India International Garment Fair (IIGF) organized by the Apparel Export Promotion Council on Wednesday said that the draft policy of the long awaited new textile policy is ready and discussions are on. They hope to place it before the Union Cabinet in a month’s time.

Madhya Pradesh has about 45 textile mills of which 35 are spinning mills and 10 are composite mills are facing high rise in cost of production by about 10-15 percent due to higher cotton prices, power tariff and labour wages followed by drop in exports due to subdued demand from the top buyer China and sluggish European economy, all this squeezing margins of textile mills and making them uncompetitive in the global market.

Apparel, Made-Ups & Home Furnishing Sector Skill Council has got affiliated with the biggest institute of Apparel Trainings i.e. the Apparel Training and Design Centre, which has more than 170 centers across India and churns out more than 50000 students a year.

The mandate given to the Council includes creation of National Occupational Standards, Affiliating Training Providers in Apparel Trainings and assessing and certifying the trainees of such Institutes/Training Providers.

Organic certification made mandatory for finished textile products

Raw cotton export already required certification under the National Programme for Organic Production (NPOP). It is now required of any finished textile product exported as an organic one such as yarn, fabrics, made-ups and garments as the government has made it mandatory.

R K Dalmia, Chairman, The Cotton Textiles Export Promotion Council said that national standard for organic cotton is a welcome move but the manner in which it is being implemented will create havoc in the organic textile industry and lead to loss of export business.

Indian textile industry anticipate close to 10% growth in apparel exports to the US

Indian apparel exports to the US has witnessed rise by 7.5% at 745 million square metres equivalent (msme) for the period January-September 2014 over the corresponding period last year, as per the latest data by the US Department of Commerce's Office of Textile and Apparel (OTEXA).
