Rise in ROSL funds to boost textile export

The Budget allocation for remission of state levies (ROSL) scheme has been raised to Rs 2,163.85 crore from Rs 1,555 crore in 2017-18, initiatives like 39 percent increase would help boost textile export, said Textile Minister Smriti Irani.

Allocations under the technology upgradation fund scheme (TUFS) have also been increased by 15 percent in the Budget.

Irani said that the Rs 6,000-crore package announced for apparel sector last year, and 39 percent increase in ROSL would help push the exports.

Textile Minister Smriti Irani at the 22nd Apparel Export Promotion Council Export Wards in the national capital said that the textile sector in the country comprising of a fair share of Micro, Small and Medium Enterprises (MSMEs) despite the change in global markets and challenges, the sector is performing at par with other countries competitively.

Also the country is finding its place as an emerging Fashion centre with an enormous raw material and manufacturing base on the country along with the talent in terms of designing.

Union Textile Minister Smriti Irani sanctioned a Composite Textile Park for Arunachal Pradesh. The Park would have facilities for skill development, design and product upgradation and facilities for export of finished handicrafts, the Minister said during a meeting with Chief Minister Pema Khandu at New Delhi.

Ms Irani assured of deputing a group of experts to handhold the State government in preparation of the DPR and running the centre there after, an official release said.

As part of clean energy initiative, from August 15, power looms in the country will utilize solar energy for running their operations. Textile Minister Santosh Gangwar said that the Centre is considering to provide 50 percent subsidy to them.

The total subsidy to be given is Rs.3.75 lakh to persons belonging to the General Category, Rs.5.62 lakh for OBC category and Rs.6.75 lakh to SC/ST.

Textiles Minister Santosh Kumar Gangwar said that New National Textile Policy is close to finalization and to be issued before the end of April, 2016 during the budget session of the Lok Sabha. Foundation stone was laid for the integrated textile office complex (ITOC) at Indian Institute of Handloom Technology (IIHT) Varanasi by Textile Minister, Santosh Kumar Gangwar on Sunday. Textile minister Santosh Kumar Gangwar launched the Enterprise Resource Planning system for the commercial activities of the National Handloom Development Corporation (NHDC) to boost domestic handloom industry in Varanasi on Sunday.

NHDC has thus become the first PSU under the Textiles Ministry to have the ERP system, the system that will help improve productivity, increase efficiencies, decrease costs and streamline supply of raw material processes in NHDC.

To recover losses and revive sick cooperative textile mills in the Maharashtra state, a major step being considered under the comprehensive plan of cooperative structure is whether to allow sick textile mills to sell of excess land in their possession, said textile minister Chandrakant Dada Patil.

The government's share in their capital ranges from 80% to 45%. Most of them are spinning mills. Each unit has loss in tune of Rs20-40 crore.
