Vietnam, the world's fifth largest garment exporter, will import 1.2 million tonnes of cotton this year, which represents an increase of about 19 percent from the previous year 2015, an industry official said on Wednesday.

Vice Chairman Nguyen Son of the Vietnam Cotton and Spinning Association said that most of the imported cotton will come from the United States, which has been Vietnam's top supplier of the raw material, followed by India, Brazil and Australia.

The move is aimed to meet rising demand from its textile industry while domestic output is insignificant.

Sri Lankan textile exports are expected to experience a downfall because of the U.S. led Trans Pacific Partnership (TPP) trade pact. Competition from TPP signatories such as Vietnam could deal a blow to the South Asian nation's apparel export industry, which currently employs half a million Sri Lankans and provides 44 percent of all manufactured goods exported by the country.

China though stands as the world leader with US$170 billion worth of garment exports a year but the trend since early last year has clearly been down, in part because of stagnant demand in world markets and, to some extent, because unit prices are down.

The dilemma for all developing economies that rely heavily on the rag trade is now facing China as new competitors emerge underneath it.

Vietnam, the Southeast Asian nation by taking part in the TPP has established a proactive role in joining other countries in setting up new global standards and rules, said Japanese Minister of State for Economic and Fiscal Policy Akira Amari during a press conference at the Japanese Ministry of Foreign Affairs.

As per the Foreign Investment Agency report, so far this year out of the $11 billion worth of foreign direct investment (FDI) poured into Vietnam; $3.5 billion went to textile and garment projects due to the Trans Pacific Partnership Agreement (TPP). Vietnam, one of the biggest garment exporters in the world with $24 billion worth of exports in 2014 and to put out such big volume of goods the industry needs 6.5 billion meters of cloth more a year. In order to make out the volume of cloth, it will also need $6.5 billion worth of investment capital, 60 percent of which would be spent on machines, according Nguyen Van Tuan, deputy chair of the Vietnam Textile and Apparel Association (Vinatas).

A free trade agreement initialed between the European Union and Vietnam recently announced that they had concluded negotiations on a bilateral free trade agreement (FTA).
