US to impose AD duties on imports of fine denier PSF from 4 countries

The preliminary anti-dumping determinations by the US department of commerce that producers and exporters from the 4 countries China, India, Korea and Taiwan are selling merchandise at less than fair value. The US Customs and Border Protection to begin collecting anti-dumping (AD) duties on imports of fine denier polyester staple fibre (PSF) from these four countries.

The US Department of Commerce (DOC) earlier, on June 20, based on petitions filed by DAK Americas LLC, Nan Ya Plastics Corporation and Augira Polymers had officially initiated the investigation on polyester fibre imported from Việtnam, China, India, the Republic of Korea and Taiwan.

DOC announced the termination of the anti-dumping investigation on polyester fibre imported from Việtnam.

The US department of commerce in response to a petition filed by three US based PSF producers earlier this month has launched the anti-dumping and countervailing duty probe against the polyester staple fibre (PSF).

The petition alleged that producers from these Asian countries are dumping fine denier PSF in the US market at sizeable margins. China's dumping margin is alleged to be 88.07-103.06 percent, while that of India is 21.31-29.70 percent.

Botswana companies have failed to take full advantage of AGOA because of lack of raw materials and complications arising from US rules of origin despite of that according to the statistics from US Department of Commerce, Botswana exports to US under the African Growth Opportunity Act (AGOA) increased by 53 percent from $5.5 million (P52 million) to $8.5 million (P80 million) in the first 11 months (Jan-Nov) of the year, mainly on the back of increase in textile and apparel.
