Xinjiang’s intensive processing projects to create more new textile jobs

Xinjiang Uygur autonomous region, a major cotton production base in Northwest China that produces about 60 percent of China's raw cotton through its intensive processing projects such as garment manufacturing is aiming to create more than 100,000 new textile jobs in 2017.

Yin Xiaodong, an official in the region's textile industry estimated investment in the industry in the past three years exceeded 90 billion yuan, equivalent to the total from 1978 to 2013.

Pakistan, one of the largest raw cotton exporter to bridge the gap between the production and consumption of raw cotton will have to foot a bill of around $1.58 billion for the import of 4.5 million bales (170kg each) as cotton production is expected to be around 10.54m bales in 2016-17.

Pakistan has been an importer for the last two years. Last year, Pakistan imported around 2.7m bales from India at a cost of $800m. With cotton production clocking up at 15m bales in 2014-15 and 9.5m bales in 2015-16.

Pakistan’s textile exports, the largest foreign exchange earning sector is facing a downward trend by 12.11 percent in the current year. Exports have declined to $8363 billion this year. Although the country is reaping the benefits of GSP, it has shown bleak performance in the export sector over which the Islamabad Chamber of Small Traders (ICST) on Sunday expressed deep concern and terming it unacceptable.

The subsidy concerns raw cotton produced in 2016 and sold to the processing enterprises.

The Cabinet of Ministers is to set the rules on giving of subsidies agreeing with the Azerbaijani president within fifteen days and solve other issues arisen from the order.

Pakistan textile sector exports registered 7.42 percent decline during the Fiscal Year 2015 16 in which raw cotton and cotton yarn remained the major contributor of decline in the textile exports as their exports witnessed decrease of 47.89 percent and 31.77 percent respectively, revealed Pakistan Bureau of Statistics data on Friday.

It may be recalled that cotton production in the country during last season declined sharply in Punjab due to unprecedented weather conditions.

Indian Cotton Association Limited (ICAL) an apex trade body has stressed on the need for certain sops to sustain the cotton industry as there is considerable drop in the area under cotton crop in Punjab this season which has impacted the traders, ginners and exporters.

The cotton traders calling the policies of the state government unsupportive have demanded scrapping of the minimum monthly electricity charges for ginning industry, rationalization of tax structure with the neighbouring states and supply of power to spinning industry at lower rates.

Downward trend continues in Pakistan textile exports

The Pakistani textile exports showed around 9 percent decline during July-December 2015 as compared to same period of previous year. Textile exports continue to decline except a minor improvement in some of the small segments, sources revealed.

Raw cotton exports were 72 million during July December 2015, as compared to 114 million in previous year, a decline of 37 percent and cotton yarn declined 30 percent as its exports in second half of 2015 dropped to 698 million from 992 million in 2014.

Cotton ginners are in a fix as export demand is less as major buyers like China have not turned up this time. This is hurting realization from processed cotton, thereby reducing profit margins for ginners, said Arvind Patel, Vice-President of Saurashtra Ginners’ Association (SGA), one of the largest clusters of the cotton ginning industry in the country.
