Pakistan textile policy 2009-14 fails to achieve the set export target

The Pakistan Textile Policy 2009-14 has failed bleakly to achieve its target of doubling exports of the country’s textile industry. The plan comprised short-term support actions and long-term initiatives aimed at promoting value addition on a wider scale.

When the policy was unveiled, textile exports were touching $12 billion in 2009-10. Fast forward to 2012-13, the figure went up slightly at around $13 billion. However, the shipments were nowhere near the target of $25 billion.

The textile industry has an 8% share in the gross domestic product (GDP) of the country.

Head of Yantai Chamber of Commerce, China Du Yonggang during a visit to APTMA Punjab on Thursday said that the visit of Chinese delegation to APTMA has improved understanding of Pakistan’s textile industry among Chinese businessmen.

He expressed the hope that Chinese prospective investor will analyze the information provided by APTMA and decide undertaking investment in Punjab. Various industry projects including technical textile could be the prospective future cooperation between China and Pakistan.

Pakistan textile industry exports are facing tough time in basic textile due to energy constraints, particularly in Punjab. It has been witnessing a downward from the last five months of 2014 (April-August) as per the latest data.

All Pakistan Textile Manufacturing Association (APTMA’s) newly elected central chairman S M Tanveer, who will assume the charge of his office on 30th of Sept. It is to be noted that the Election Commission APTMA announced unofficial election of S M Tanveer for the office of central chairman of All Pakistan Textile Manufacturing Association for 2014-15.

Pakistan textile exports recorded a 2.37% decline in July over the same month of the previous fiscal year and a month-on-month drop of 7.89% in July alone. Power crisis was the major reason for the decline in exports as 50% of the industry’s production capacity took a hit due to the lack of energy supply.

Pakistan’s all high power consuming sectors weaving and spinning registered a drop in exports by 2.37 percent in July due to power supply and instability prevailing in Pakistan. But the share of textiles in total exports of Pakistan has improved to 64 percent in July, according to textile trade body.

According to the State Bank report, there is 80 percent decline in the FDI, in July FDI dropped to just $24 million from $119m in the same month last year.
