New textile policy proposes Rs 80,000 crore investment in five years in the sector which will be developed around the concept, 'fabric to fashion'. Currently, the clothing industry from cotton to fabric to ready-to-wear cloths is scattered across the country. The new policy aims to change this situation, by processing its cotton completely here and the final ready-to-use cloths will be produced in the state only.

The Handlooms and Textiles Department of Tamil Nadu is studying the textile policies of various other states like Maharashtra, Gujarat and Madhya Pradesh and evaluating the financial and legal aspects before coming up with a new textile policy in the next few days to entice more investments ahead of the Global Investors Meet.

On Wednesday, the Ministers concerned and representatives from the textile sector had a meeting in which requests were made to have a policy on a par with recent trends in the sector.

The Government plans to spend Rs.20 crore in apparel manufacturing centre which will be a single storey building set up on 1.50 acres land and generate employment for about 1,200 people per centre. Such modern apparel manufacturing centre would be set in each of the eight north-eastern States – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.

The Union government is looking to re-introduce the Technology Upgradation Fund Scheme (Tufs) with some tweaks; states might be asked to fund it. They are also looking for a long term policy perhaps for at least 10 years, in the new textile policy, scheduled to be out by month-end, said Sanjay Kumar Panda, Secretary, ministry of textile on Thursday.

In the revised policy, the onus of funding the sector is likely to be put on the states where factories exist. As, the states’ share in central taxes has been increased to 42 percent from 32 per cent earlier.

State Textile Minister Chandrakant Patil told the Legislative Assembly that the new textile policy would be unveiled soon that will address issues of high electricity tariff and also include measures such as cotton-to-garment-manufacturing at a single point for setting up textile units.

The focus of new textile policy would be also on setting up textile parks in Vidarbha and Marathwada. It's not only expected to reduce farmer suicides but also generate employment.

Pakistan government to promote trade and export efforts are in the process to sign Free Trade Agreement – II with China and also to sign Free Trade Agreements (FTAs) with ASEAN countries. Federal Minister for Commerce Khurram Dastgir said that China has promised to offer more facilities and market access to Pakistan’s products under the second phase of China-Pakistan Free Trade Agreement (CPFTA), which is under process to be signed between the two countries. Three rounds of dialogue have been held so far on the CPFTA.

Pakistan’s textile sector alone has the potential to steer the country out of its financial crisis. Keeping this in view, Federal Minister for Textile and Industries Abbas Khan Afridi on Tuesday said that draft of the new textile policy (2014-19) would be ready in a few days and will be forward to the ECC of the Cabinet next week for approval.

He stressed the need for formulating a comprehensive and long-term policy, and said both the government and industry were committed to fully exploit the potential of all related sectors of textile.
