Pakistan value added textile sector urge to clear TUF soon

The Pakistan Ministry of textile industry had allocated Rs42.5 billion worth of mark-up support and other incentives in April 2010 to improve the sector’s technological configuration, remove critical imbalances in the value-chain and help it achieve compliance with international standards.
But for the past two year, billions of rupees in refund claims under technology up-gradation fund (TUF) has been stuck which the value-added textile sector urged the government to clear it soon.

The Pakistan Ministry of Textile Industry under the prime minister's package of incentives has allowed duty drawback of taxes for exporters. The duty drawbacks under this order shall be allowed for exports GDs, filed on or after Jan 16, 2017 to June 30, 2017. Further, duty drawback of taxes under this order shall be allowed for exports GSs, filed on or after July 1, 2017 to June 30, 2018, if the exporter would achieve an increase of 10 percent or more in exports over 2016-17 exports.

Pakistan Ministry of Textile Industry has estimated a loss of Rs 22 billion to cotton growers during 2015-16, due to lack of quality-based pricing system and non-practicing of the cotton standardization system. According to the ministry officials, APTMA is the single buyer and acts as a cartel, which accounts for growers unable to get their due price.

Pakistani raw cotton is being traded at an average discount of 7 cents per pound in the international market.

The Pakistan Ministry of Textile Industry to introduce new legislation to undo multiple overlapping laws and ordinances. The final draft of the proposed Act is prepared in consultation with industry stakeholders would be discussion in the upcoming textile policy board meeting after submission to the Law Division for vetting soon. The new legislation aims at implementing the textile policy, strengthening the structure of textile industries and to maintain complete data on production of these units.

The Pakistan Ministry of Textile Industry during a meeting with the Economic Coordination Committee (ECC) held on October 30 on the new proposed five year textile policy 2014-19 has put forward a strong case for a financial package of over Rs80 billion give a 100% boost to exports and strengthen the overall economy.
