A sharp decrease in price of raw cotton in domestic market this year has failed to cheer the yarn makers as buyers of cotton yarn are procuring yarn at a negotiated prices. Last year, the cotton yarn manufacturers who made a excess profits due to rally in domestic and international markets are in a somber mood over slow-moving demand and compressed prices.

Pak-China Free Trade Agreement (PCFTA) has been in effect since 2006. The two countries Pakistan and China held talks on Monday to review the performance of the PCFTA and to put forward necessary changes required in the FTA which will be beneficial for the two countries. This was the third meeting of the second phase negotiations of the agreement.

During the PCFTA review, the Ministry of Commerce (MoC) expressed its concern over the insufficient utilization of the facilities provided under the PCFTA in which only few sectors have been able to take advantage of the favorable tariffs.

The decision to keep cotton import quota unchanged at 894,000 tonnes for 2015 by China the world’s largest cotton consumer it is likely that there will still be demand for cotton, even at the 40 percent tariff for non-quota imports. But the market has taken it as a bearish signal that is likely to put further downward pressure on global prices.

The benchmark second-month cotton contract on ICE Futures U.S. ended Dec. 12 at 61.07 U.S. cents a pound, up from the five-year low of 58.53 cents on Nov. 24, but down almost 28 percent since the start of the year.

India is expected to become the world’s largest cotton exporter this year, but cotton exports are expected to see a decline to around 5 million (480 lb) bales in 2014-15, almost 47% from the previous year as it has been hit by import restrictions in China, the world’s largest importer. This has also led to a decline in prices in India as well.

Cotton prices may have bottomed out but a weakening rupee and arrival of better quality crop likely to improve prospects.

With the growing area of cotton in China this year depleting by 2.9 percent in 2014 has resulted fall in cotton yield. The cotton yield has dropped by 2.2 percent year on year to 6.16 million tonnes, as per National Bureau of Statistics (NBS).

Nationwide, cotton land has declined 2.9 percent in 2014 from the previous year to 63.29 million mu, about 4.2 million hectares.

This year Gujarat is expected to produce 1.20 crore bales of cotton. Each year, it exports cotton bales to China as well as other nations. Moreover, owing to bumper produce of cotton in these countries, export of cotton bales has taken a hit.

The Gujarat government on Monday announced relief of R1,100 crore for farmers, including R500 crore relief in electricity bills and R600 crore relief in interest on short-term loan through 50% waiver. Over and above this, the state extended R700 crore assistance to farmers during the ongoing statewide Ravi Krishi Mahotsav.

Cotton exports is estimated to be between 6.5-7 million bales (1 bale = 170 kgs) this year by trade source as against 11.8 million bales shipment estimated by the Cotton Advisory Board (CAB) during last year. Decline by about 45% this year (October – September) on falling demand from its perennial importers i.e. China and Bangladesh.

China, the largest importer of Indian cotton has reduced cotton import from India in recent months. The second largest Bangladesh has also lowered its dependence on India due to higher domestic cotton prices.
