Minister of State(Independent Charge) in the Ministry of Textiles Santosh Kumar Gangawar in a reply during question hour in the Lok Sabha informed today that government has launched Technology Upgradation Fund Scheme(TUFS), Schemes for the development of the Powerloom sector, Schemes for Technical textiles, Scheme for Integrated Textile Parks(SITP) and Integrated Skill Development Scheme.

He said that the production of textiles and garments was predominantly in the private sector. Therefore, the government does not prescribe targets for the textile and garment Industry.

Bangladeshi readymade garment (RMG) sector the main export earner of the country to streamline, the Directorate of Textiles is going to be vested with the authority to regulate the RMG sector under a new law --- The Textile Industries Establishment Act 2015-would take effect early next year. The new draft law proposed making the Directorate of Textiles under the Ministry of Textiles and Jute as an effective "sponsoring authority" for the apparel industry.

The Prime Minister had announced that an Apparel and Garment Making Centre shall be constructed in all North Eastern states. Work on such a Centre is taking shape. Today, Minister of State for Textiles (I/C), Shri Santosh Kumar Gangwar, laid the foundation stone for an Apparel & Garment Making Centre at Pasighat, Arunachal Pradesh in the presence of Minister of State for Home Affairs, Shri Kiren Rijiju and Minister of Textile & Handicrafts of Arunachal Pradesh, Shri Tapang Taloh.

The Union government is looking to re-introduce the Technology Upgradation Fund Scheme (Tufs) with some tweaks; states might be asked to fund it. They are also looking for a long term policy perhaps for at least 10 years, in the new textile policy, scheduled to be out by month-end, said Sanjay Kumar Panda, Secretary, ministry of textile on Thursday.

In the revised policy, the onus of funding the sector is likely to be put on the states where factories exist. As, the states’ share in central taxes has been increased to 42 percent from 32 per cent earlier.

Technical textiles are an important part of the textile industry and its potential is still largely untapped in India. To tap the potential of technical textiles, Ministry of textile, Government of India has launched four schemes, including a technology mission, for promotion and growth of technical textiles, Lok Sabha was informed today.

Technical textiles are materials manufactured primarily for their technical performance and functional properties rather than aesthetic and decorative purpose.
