Lack of clarity on DBK rate, ROSL to impact textile exports

The textile industry are unable to book orders due to lack of clarity on the duty drawback rate and Rebate of State Levies (ROSL) on export of garments and made up textile articles, and this could impact India’s textile exports, said P Nataraj, Chairman, the Southern India Mills Association (SIMA).

For the textile industry second half of September could be a crucial period as the government is yet to give a mandate to the duty drawback committee on the revised duty drawback rate and Rebate of State Levies (ROSL).

Cotton crop estimated at comfortable position during the 2017-18 season

The Southern India Mills Association (SIMA) is estimating the cotton crop at 370 to 380-lakh bales of 170 kg each at a very comfortable position during the 2017-18 cotton season.

Meanwhile, the Ministry of Agriculture has also confirmed that the area under cotton in 2017-18 season has jumped to 119.88-lakh hectares from 101.72-lakh hectares in the earlier season. The crop has continued to draw significant rainfall in areas that were deficient, and this in turn could improve the crop position.

Southern India Mills Association (SIMA) Chairman M Senthilkumar thanked the Ministry of Textiles for actively considering the Association plea of selling the cotton only to the actual users and stated that this would bring in stability in the cotton price during the off season.

He expressed gratitude towards Union Ministry of textiles for taking a proactive decision of selling cotton through Cotton Corporation of India (CCI) to the actual users consisting of Micro, Small and Medium Enterprise (MSME) inorder to stabilize the cotton price.

In representations by industry bodies led by the Southern India Mills Association, the government has been asked to announce measures to salvage the textile value chains and dwindling cotton yarn exports.

The textile industry has sought a reduction in central excise duty from 12.5 to 6 percent and removal of the 5 percent import duty and 4 percent special additional duty levied on the import of man-made fibre. Currently, Indian man-made fibre are 23 percent more expensive globally.

The Southern India Mills’ Association (SIMA) has taken the responsibility of promoting an eco-friendly model park with the latest technology and 10 leading textile group companies in the State are all set to establish their processing units in the park, said SIMA chairman T Rajkumar, in a press release on Thursday dismissing arguments against the textile processing park in Cuddalore as baseless.

Southern India Mills’ Association (SIMA) Cotton Development and Research Association (CDRA) involved in cotton-seed production and distribution has developed the battery-powered, portable, handheld kapas plucking machine in association with Coimbatore-based Point Industries. The machine is provided with cotton collection bag.

The cotton kappa plucker machine by launched by Chairman of Confederation of Indian Textile Industry Prem Malik in Coimbatore on Friday.

At a meeting organized on the TUFS by the Southern India Mills’ Association in Coimbatore on Monday, Textile Commissioner Kiran Soni Gupta said that the Ministry was looking at balanced growth of different segments of the textile and clothing sector and if there were modifications that were needed in the Technology Upgradation Fund Scheme (TUFS), the stakeholders should review the scheme and submit their suggestions. These could be taken up at the end of the XII Plan period.

Southern India Mills Association (SIMA) welcomed the government’s decision of bringing cotton yarn exports, a manufactured goods under free list by removing the mandatory registration.

T Rajkumar, Chairman, SIMA, said that the mandatory registration had been causing hardships for the cotton and cotton yarn exporters, besides affecting the image of the Nation in the global market .

The industry has been suffering during the last four years due to unwanted procedures and transaction cost.
