Centre notifies new changes in DBK scheme to boost exports

The Centre has notified certain changes in the all industry rates of duty drawback effective from 11th Feb 2016. These changes announced by the Centre in DBK scheme will help boost exports.

New entries in the drawback schedule have been created for cotton yarns mixed with Man Made Fibre (MMF) - both grey and dyed. It has also increased the drawback caps in the case of certain MMF fabrics. This change was welcomed by the Cotton Textiles Export Promotion Council (Texprocil).

Commerce Minister Nirmala Sitharaman after a meeting with export promotion councils (EPCs) in New Delhi on Tuesday said that the government will work with various departments including environment, textiles and finance to simplifying procedures towards improving the ease of doing business in the country and boost exports.

Many of the issues which are enablers to better exports have been identified, issues which may have a bearing on the forthcoming budget were also raised, she said.

The Minister of State for Textiles (independent charge), Santosh Gangwar, after inaugurating the India International Garment Fair (IIGF) organized by the Apparel Export Promotion Council on Wednesday said that the draft policy of the long awaited new textile policy is ready and discussions are on. They hope to place it before the Union Cabinet in a month’s time.

Cabinet Committee on Economic Affairs has given approval for interest equalisation scheme (earlier called Interest Subvention Scheme) on pre and post shipment rupee export credit with effect from April 1, 2015 for five years which is welcomed by the textile units.

According to regional chairman of Federation of Indian Export Organisations, A. Sakthivel, who is also the president of Tirupur Exporters Association was of the opinion that the scheme had come at an appropriate time when the apparel exports registered negative growth in August and September on a year-to-year basis.

Pakistan's exports are continuously tumbling from last some months due to the lower global commodity prices, weakening external demand, ongoing power shortages, and security and business climate related challenges. Despite all this, the government is yet to announce the strategic trade policy framework to boost the country’s exports.

Pakistan’s exports had come down by 13.42 percent to $6.9 billion during first four months (July-October) of the ongoing financial year 2015-2016 from $8 billion of the corresponding month of the previous year, Pakistan Bureau of Statistics data showed.

The textile sector in Pakistan had remained stagnant over the last decade due to a number of exogenous and indigenous factors. Under the Pakistan textile policy (2015-19), incentive of Rs 64.15 billion cash subsidy to the textile and clothing sector has been announced which would boost the exports to $ 26 billion by 2019. The incentive package carries special duty-drawback rates, duty exemption on plants and machinery and subsidy on long-term loans.
