The rule is intended to ensure that the trade benefits of the TPP only apply to signatory countries rather than outside players such as China. However, the rule also likely to have major effects on signatory countries, such as Vietnam.

This disparity will affect the domestic garment producers/suppliers, as China too is using the trade route through Bangladesh to dump their products.

At present, 48 types of textile items, including finished garments from Bangladesh, were being sold in India without any duty following the free trade agreement signed between the two countries.

A new generation of trade agreements like the US-led Trans-Pacific Partnership (TTP) Agreement and the Free Trade Agreement (FTA) with the European Union require member countries to create a fair playing field for private business but this is likely to clear preferential treatment for state-owned enterprises (SOEs), raising concerns about their ability to survive.
