A 10-member taskforce has been formed which will be lead by Additional Secretary to the Textile and Jute Ministry to bring the privatized jute and textile factories, which violated the conditions, under the government management again, said a handout on Monday.

The taskforce will review the violation of the conditions by the mills and put forward recommendations to run the mills under the government management after field visits if it is necessary.

The Ethiopian Textile Industry Development Institute (ETIDI) fails to achieve its export and production targets by more than half. It planned to export a billion dollars worth of products but managed only 456 million dollars. It also targeted 2.5 billion dollars in gross value of products (GVP) but achieved only 1.2 billion dollars. ETIDI has had an unsuccessful five-year period with its first Growth & Transformation Plan (GTP I).

The Natural Resources Defense Council (NRDC) program called Clean by Design, works with Chinese textile mills to help them improve their energy and water efficiency, while also reducing the use of toxic chemicals which in turn help save money while going green.

Clean by Design further quantifies how effective the program can be. Using benchmarking data from 33 textile mills in China, the program saved the participating factories a total of $14.73 million in reduced operating costs. The average mill reduced its water usage by nine percent, its electricity usage by four percent.

China has assured to end a costly stockpiling program that has artificially exaggerated cotton prices. The Xinjiang Production and Construction Corps (XPCC) reluctant to accept the current weak market price, has urged the government to buy part of its crop and store it in state reserves, said two trade sources with knowledge of the issue.

XPCC, also known as the army corps, or 'bingtuan', has become a sort of state within a state and gained a dominant role in industries such as cotton, where it employs about 200,000 mainly Han Chinese on some of Xinjiang's best land.

Policy Research Institute (PRI) of Bangladesh in Dhaka organised a seminar to discuss on "access to finance: environmental sustainability in the textile sector" in association with the International Finance Corporation yesterday wherein the Governor Atiur Rahman took a decision that the central bank will set aside $500 million of low-cost funds for textile factories to help them adopt eco-friendly technologies and practices.

The textile industry of Kazakhstan has gone through a process of sharp cutback over the past decade. Baiterek National Managing Holding and its subsidiaries, Kazakhstan Investment Fund JSC and Development Bank of Kazakhstan JSC, together with akimat (regional executive) of South Kazakhstan district have found mechanism to put back textile factories in Symkent into working condition.

With the launch of Melange JSC and Utex JSC factories, yarn production capacity will reach 17.8 million metric tons per year, production capacity of finished fabrics - 8.4 million running meters a year.
