Inaugurating the 62nd National Garment Fair in Mumbai on Wednesday, Kavita Gupta, Textile Commissioner, said that the draft of the new textile policy is ready and the Centre would be announcing soon the final version which will boost sagging exports and encourage investments in the sector.

The Textile Ministry would give full support to the industry in time of distress, Gupta said. Textiles and clothing exports were at $41.4 billion in 2014-15 and $39.31 billion in 2013-14. The slowdown in China is seen as an opportunity and is looking at $40 billion of textiles exports this fiscal.

The Cabinet Committee on Economic Affairs (CCEA) decision to introduce the Amended Technology Upgradation Fund Scheme (ATUFS) and approved R12,671 crore for its “committed liabilities” under the old scheme completely rejects claims of textile mills that had sought subsidy against investments made under the Technology Upgradation Fund Scheme (TUFS) during the so-called black-out period, a senior official said.

Textile Commissioner, Kavita Gupta speaking at the inauguration of joint technological conference of textile research associations said that textile industry need to focus on reviving technology and skills to bring the productivity levels of the industry at global standards and reinstate its higher share in the global trade.

She further said that the future of textile industry is going to be technical textiles. In the last five years, there had been 20 percent growth year-on-year in this segment. The sector should aim to be 40 percent of the country’s textile industry.

The Ministry of Textiles first stage of the project on direct transfer of funds to cotton farmers’ accounts will be rolled out in Arvi taluk, Wardha district of Maharashtra, on an experimental basis, if the price of cotton drops below the Minimum Support Price (MSP), said Textile Commissioner, Kavita Gupta.

The taluk was identified for the project as land documents are digitised and the Agriculture Produce Market Committee has better infrastructure. They are evolving a mechanism to make the payment directly to the farmers. They are still working on procedural modalities, she said.

With the textile industry’s strong demand to reduce hank yarn obligation, the Textile Commissioner, Kavita Gupta plans to take up a study of the actual hank yarn requirement in the country. She said that they are also trying to create a data base for different segments of the textile industry.

Regarding the Technology Upgradation Fund Scheme (TUFS), Ms. Gupta said that there was a proposal to modify the scheme and the review was under progress.

Techtextil India, India’s largest exhibition for technical textiles and nonwovens, will be underway next week, from 24 - 26 September 2015. It is confirmed that the exhibition will be inaugurated by Mrs. Kiran Soni Gupta, IAS-Textile Commissioner, Ministry of Textiles, Government of India. Guest of Honor Mr. Michael Siebert Consul General of the Federal Republic of Germany in Mumbai will also be present at the inauguration.

At a meeting organized on the TUFS by the Southern India Mills’ Association in Coimbatore on Monday, Textile Commissioner Kiran Soni Gupta said that the Ministry was looking at balanced growth of different segments of the textile and clothing sector and if there were modifications that were needed in the Technology Upgradation Fund Scheme (TUFS), the stakeholders should review the scheme and submit their suggestions. These could be taken up at the end of the XII Plan period.

According to a press release from The Regional Office of the Textile Commissioner, Kiran Soni Gupta, the In-Situ Upgradation Scheme for Plain Power Looms was launched in Somanur cluster and so far, 107 units (totally 800 power looms) had benefited and obtained Rs. 87.28 lakh subsidy under the scheme. The units get Rs. 15,000 maximum subsidy to upgrade each power loom.

They have requested that the scheme should be expanded pan India and should be available to all power loom units, irrespective of the number of looms.
