Vietnam is seen rapidly improving its supply chain for locally made garments and taking part in more free trade agreements with increasing number of overseas buyers are sourcing products from the country. Pham Thiet Hoa, director of the HCM City Investment and Trade Promotion Centre (ITPC), speaking on the occasion of the business-to-business fashion trade show which wrapped up in Hong Kong on October 31 said that the availability of a young, skilled labour force is also attracting foreign buyers to the country.

Vietnam’s garment and textiles export in the first half of the year grew 11.3 percent year-on-year to 14.58 billion USD, outstripping its competitors in garment export growth in the period. The country earned 6 billion USD from exports to the US, surging nearly 9 percent, 2.3 billion USD from shipments to the EU, up 8 percent and 1.5 billion USD from Japan, up 12 percent. But according to experts the growth has not been sustainable yet.

After the recent signing of FTA’s, many foreign investors have been attracted to Vietnam according to the chairman of the HCM City Association of Garment Textile Embroidery and Knitting. But the FTAs not only bring opportunities but also challenges and risks for Vietnamese companies.

Việtnam depends on imported raw materials from China, Korea and Taiwan, and the sector does not create much value addition in the supply chain since it merely does low value-added work such as cut-make-trim services to transform fabric into garments to export.

Run by the California-based charity As You Sow, the Responsible Sourcing Network (RSN) on Sept. 1 launched a project focusing on mills in India and Bangladesh that altogether employ hundreds of thousands of workers.

Patricia Jurewicz, RSN's director said that located in the middle of the supply chain, spinning mills are uniquely positioned to identify cotton produced with forced labour and prevent it from entering corporate supply chains.
