Union Textile Ministry has announced unique terms and conditions for procuring fully pressed cotton bales from Cotton Corporation of India (CCI) for the benefit of MSME textile units. A total of 26 textile association and almost the entire cotton based textile industry in the region has thanked the Ministry for the new scheme.

The Commission for Agricultural Costs & Prices (CACP) has recommended reduction in compulsory packaging to 75 percent, from the present 90 percent, in case of foodgrain. As these compulsory provisions do not encourage the jute industry to develop or diversify its production lines to high-value products. But according to the jute industry, if the Union government approves the recommendations it will stand to lose Rs1,000 crore in the 2016-17 season.

The Union textiles ministry through bilateral agreements with Australia, the Commonwealth of Independent States and Africa is trying chase target set to double textile exports in 10 years. The ministry is also working on a new textiles policy to promote value addition as free trade agreements (FTAs) with the European Union and the US are delayed.

Textile exports are unlikely to reach their 2015-16 target of $47.5 billion (Rs 3.17 lakh crore) because the figure was $32 billion (Rs 2.14 lakh crore) till December.

Union textile ministry to boost textile sector considering interest subvention

The high cost of finance has been a major barrier for growth of the textiles sector, in a bid to counter torpidity in exports due to stiff competition, the Union textile ministry is contemplating interest subvention of 3.5 percent on the working capital loan for garment companies

Rashmi Verma, secretary, Union textiles ministry said that in order to boost the textile sector, they have announced several incentives in the last few months. The major area of concern, however, remains high cost of production because of elevated interest rates on working capital.

After Prime Minister Narendra Modi made his first announcement in Nagaland that the Centre would set up one modern apparel garment manufacturing center in each of the eight North East states, the union textiles ministry has finalized a policy under which the Central government would bear the cost of providing 300 machines to each such centre. All the NE state governments have been asked to provide 1.5 acres of land each, preferably near the capital city.

Cluster Management and Technical Agency (CMTA) will be appointed to develop Surat as powerloom mega cluster under 'comprehensive powerloom cluster development scheme (CPCDS) for which expression of interest (EOIs) have been invited by the Union textile ministry.

CMTA's role will be to identify the overall objectives of mega cluster scheme in the detailed conceptual report (DCR), diagnostic study report and detailed project report (DPR) with justification and supporting data.

The Union textiles ministry is planning to freeze capacity of B Twill jute bags based on the recommendation made by Jute Commissioner Subrata Gupta, who had advocated freeze in capacity since internal consumption of jute bags was lower than the actual capacity. The jute bag capacity likely to freeze at 2.59 million bales (one bale is 180 kg) for 2014-15.

Handloom weavers to go on a nationwide satyagraha

The All-India Federation of Handloom Organisations (AIFHO) has launched a nationwide satyagraha. It would begin at Gajendragad of Gadag district and pass through Koppal, Raichur, and Bagalkot districts, covering 200 km. The Union Textile Ministry’s step to redefine the handloom sector has become a cause of concern for handloom weavers.

Handloom weavers in the State are now holding awareness meetings as part of their agitation.

Union textile ministry to release new BT cotton seed on Jan 18

The Southern India Mills’ Association (SIMA) and the Cotton Research and Development Association (CRDA) have developed a new BT Cotton seed.

The Association has already given some 2,000 packets (each 450 gm) on a trial basis to farmers of Andhra Pradesh and Karnataka and the quality and yield was good and farmers were also happy, they said.

SIMA has entered into agreement with Hyderabad-based Kaveri Seed Company, a sub-licensee firm of Mahyco-Monsonto, to co-market the new SIMA GKD 1 BT cotton, Seed, Association sources said.
