Cotton import from India delayed till Jan over official permit

In the wake of less-than-expected domestic production of cotton, the federal government allowed import of cotton from India in the last week of November but the official permit in this regard is only effective for the first three months of 2018 due to which cotton imports from India have been delayed, it was learnt on Wednesday.

No volume of cotton could be imported from India by land or sea routes as permits issued by the Department of Plant Protection, Ministry of Food Security were valid only for the period of January 1, 2018 to March 31, 2018.

The Pakistani textile industry is badly in need of contamination-free fine and medium staple cotton to produce goods to meet the export requirement of quality textile products by the international buyers. Hence, APTMA Chairman Aamir Fayyaz urged federal government to immediately withdraw restrictions on import of cotton to let the industry meet the export.

He stressed that the government should immediately announce withdrawal of 4 percent Customs duty and 5 percent Sales tax as per the announcement made by the prime minister vide an initiative of export led growth package.

The Secretary Funtua Textiles Ltd (FTL), Alhaji Aliyu Bello-Ingawa, in Funtua on Thursday said that government should mobilise farmers to embrace the farming in view of cotton’s economic potentialities.

The federal government has approved preliminary duties on imports of a Chinese specialty fabric that allegedly have been dumped into the U.S. market, undercutting American-made products at places such as Auburn Manufacturing. The duties approved by U.S. Department of Commerce will take effect on products that have been imported into the country going back to June at a rate of 162 percent of the declared value.

A US senator Sherrod Brown calls for all textile bought by federal government to be American made. However, the current law stipulates that such products should be 51 per cent American made, but senator wants to go further with the 'Wear American Act'.

He has proposed legislation that would require all textile products purchased by federal agencies to be made in the United States.
