USTR launches policy papers to strengthen supply chain resilience

The Office of the United States Trade Representative (USTR) has released a series of policy papers aimed at strengthening the resilience of the apparel supply chain. These papers outline strategies to adapt trade policies in response to global economic challenges and enhance supply chain robustness.

The documents, titled Adapting Trade Policy for Supply Chain Resilience: Responding to Today’s Global Economic Challenges, cover various aspects of trade and investment policy. They provide insights into building resilient trade policies, addressing challenges in the textile and apparel industries, improving rules of origin, countering unfair economic practices, using data to inform trade policies, and developing sector-specific trade agreements.

Each policy paper serves as a foundation for continued collaboration between USTR, other government agencies, stakeholders, Congress, and international partners to develop effective trade policies.

Ambassador Katherine Tai emphasized the importance of this work, highlighting how the pandemic exposed vulnerabilities in the traditional trade approach that prioritized cost-efficiency over resilience. She stated, “These policy papers represent a roadmap for adapting trade policy to build more resilient supply chains. This is crucial for ensuring that trade policy benefits people and the planet, rather than the other way around.”

Tai thanked stakeholders for their contributions and encouraged continued dialogue. She reiterated USTR’s commitment to reevaluating earlier policies and incorporating resilience into the core of its trade policy framework.
